Data Review - Why am I unable to "Complete Task"?

I have a data model that has a required field that is not getting extracted. This is information that is not going to be on the bid packages they scan in. In data review if it is required and they key in a value, I get the data field ok message, however I cannot complete task. If I stop data review and process data review again I am able to complete task now. If required is et to false there are no issues.
