Importing a content model

I'm trying to import a package from another machine both running 2.6.0104. The "start import" is disabled. I've tried creating an empty content_model, but still disabled. What am I doing wrong?

On the data type, Ip profile, Ocr Profile, scanner profile, and separation profile you have to make sure you have the target folder already created. In 2.70 you will not have to do this but in 2.60 you will have to. If you click on each one of them it will tell you what folder you need to create. If this does not help you let me know and I can help you more.
